Jeffrey A. Feldman

Consultant

Jeff combines his knowledge of organizational systems and social work to help human service organizations build strong infrastructures and streamlined service delivery systems to best serve their clients. Most recently, Jeff served as the Director of Public Affairs at the New Jersey Chapter of the National Association of Social Workers. Jeff is a part-time Lecturer at the Rutgers School of Social Work, a youth advisor in a teaching philanthropy program in Mercer County, and serves on several non-profit boards and advisory committees. He was a post-graduate intern on Governor Corzine’s Blue Ribbon Panel on Immigrant Policy and is a graduate of the Leadership New Jersey program.

K. David Holmes

Senior Consultant — Non-profit Leadership and Management

David is a dynamic consultant who has led programs in both the non-profit industry and the public sector since 1980, acquiring an exceptional depth of knowledge and expertise in all areas of human services program delivery, including housing, childcare, welfare, medical assistance, entitlement programs, day programs, licensing and accreditations, transportation and family support services. David has held numerous positions within the New Jersey Department of Human Services and county government, and has also served as the Executive Director of LADACIN Network, a non-profit agency serving more than 2,500 individuals with multiple physical and developmental disabilities. In addition, David has taught Strategic Planning, Budgeting and Finance, Human Resource Management and Leadership courses at the graduate level.

Mark Murphy

Consultant

As a JANUS team consultant, Mark Murphy brings decades of leadership experience working with government and non-profit organizations on their strategic needs. For twenty years, Mark directed The Fund for New Jersey, a $70 million endowed private foundation that leverages $3.5 million in annual grants to make sustainable improvements in New Jersey state-wide policy, environmental protection and smart land use, and social and economic opportunity. He founded and chaired the Camden Development Collaborative that pooled $10 million in contributions for low-income housing and small business development in New Jersey’s poorest city. Since 2009, he has served as president of Mark Murphy Solutions, providing strategic consulting to government agencies, grant-making foundations, political campaigns and high education clients.

Louis Paparozzi

Senior Consultant — Government Strategies

Lou has led a distinguished career in public service and brings exceptional first-hand expertise in state and county government to our team at JANUS Solutions. Lou’s understanding of all levels of government service delivery comes from his leadership experience as County Administrator in Monmouth County, NJ, where he oversaw the daily operations of 3,500 employees and an annual budget of $472 million. Before that, Lou was the establishing Director of the County’s Department of Human Services, responsible for all county supported and administered human services. Lou’s depth of expertise includes non-profit management and support. For several years Lou was Executive Director of ARC of Monmouth County, a nationally acclaimed non-profit agency, serving people with disabilities.

Robert O. Zdenek

Consultant

Bob brings to the JANUS team a unique combination of leadership, strategic analysis, program design and teaching experience at the national, state and local levels. He is Principal of Robert Zdenek Associates, which serves over 30 national and local clients, including managing a federal government program, Assets for Independence Act (AFIA). He is also co-founder and partner of Common Bond, LLP, a firm devoted to forging organizational partnerships to increase effectiveness and impact. Bob's diverse leadership experience includes serving as Executive Director of the Alliance for Healthy Homes, and President of the National Congress for Community Economic Development (NCCED), the former national trade association of community development corporations.
